The DPWH denied claims of a “ghost” flood control project in Naujan, with Secretary Manuel Bonoan clarifying that the project is legitimate and confusion arose from miscommunication.
Manila, Philippines — August 31, 2025 — The Department of Public Works and Highways (DPWH) has firmly denied claims circulating about an alleged ghost flood control project in Naujan, Oriental Mindoro.
DPWH Secretary Manuel Bonoan clarified that the project in question is legitimate and part of the agency’s infrastructure initiatives in the province. He explained that the confusion may have been the result of miscommunication or misunderstanding regarding the project’s exact location.
“Government infrastructure projects, particularly those related to flood control, undergo strict planning, implementation, and monitoring processes,” Secretary Bonoan stressed. “Misinformation should not be taken as evidence of irregularities. The DPWH remains committed to accountability and transparency in all its operations.”
The Secretary further emphasized that unfounded allegations of “ghost projects” can undermine public confidence in government programs. To counter this, the DPWH has reaffirmed its commitment to providing clear, accurate, and timely information on both ongoing and completed projects in Oriental Mindoro and other parts of the country.
